reservation, but the British race were in favour of a European Indian and Portuguese owners were not approached in this sense. The Portuguese owner mentioned incidentally that he had recently -refused a most advantageous offer by Japanese for a lease of his

The Crown land within the area contains a very limited number of possible building sites, and three of these, on the positions shown on the plan, have recently been applied for by the Eastern Extension Australasie and China Telegraph Company, who welcome the suggestion which has been made to them that they should become signatories to the proposed undertaking. In the ordinary course of events there would probably be no competition at the auction of these sites, but the eventuality has to be faced that the Chinese, if they hear of the suggested reservation, may come forward to outbid the Telegraph Company.

The solution of the difficulty is that the Government should lease the Crown land within the area without auction to suitable European applicants who are prepared to join the existing lessees in the proposed undertaking, and I strongly recommend that permission to adopt this course may be granted.
